А не пробовала воспользоваться keyrus или rk ?

попробуй в AUTOEXEC убрать @echo off, и при загрузке посмотри не ругается ли он на кодовую страницу.
вопрос в догонку: в полноэкранном режиме символы нормально отображаются?
